If were are going based on death and cruelty technically America would be in 6 since it was a racial regime that killed millions while Iraq during that regime had hundreds of thousands.

Personally i feel as though I’m not knowledgeable enough on those topics in terms of deaths to form an opinion and I don’t want to throw out misinformation but in terms of my initial point America during times of chattel slavery and post slavery would put it above Iraq by a landslide.
