In Australia this mass shooting is startling because it’s extremely rare to have them. They have had only two mass shootings since 2022 and this is the only fatal one. In the USA it is a weekly occurrence. It’s about rate.

Assuming the story to be true, there is a notable example of this with Chechen apartment complex bombings being blamed on Chechen separatists while really being perpetrated by the KGB.
