For reference: This restricts the travel within the reservation. It’s nearly impossible to cross between sections without trespassing on the neighbors’ parcels. If you want improvements like roads, rails, or paths, either hope to god you don’t get taken to court or that you can get an easement from the landowners.

if i had to hold hostile territory, i too would want to split the population up to deter uprisings and more potential blood shed

It’s not even splitting the population nor are the vast majority of people of these tribes hostile. It’s just making any way for these people to live harder. They’re citizens like you and me, but they’re given autonomy similar to municipal government and some exceptions on regulations such as federal and state taxes
