
How could you be so sure? The people in he “neighborhood government” would probably be the same, or same kind of, people already in HOAs. They would serve similar functions of providing services and collecting fees/taxes in a neighborhood, and would probably be elected in the same way (democratically). Those people would still have an interest in making their neighborhood look nice or the same tendencies to abuse power as an HOA.
I don’t know anyone in Vietnam, but I could certainly do some research. The basic incentives don’t really change though. People still want to live in neighborhoods that are safe and aesthetically pleasant. Even if housing isn’t treated as a financial investment, it’s still an investment in the community people live in. Local regulation and power dynamics don’t really disappear under that system.
