Possible conflict, potentially. But no invasion itself was planned. There was no intention to take any Japanese controlled territory. The disputed Kuril Islands are under Russian control. It was merely planning stage for a potential conflict. Russia never actually wanted to occupy the country, as opposed to Ukraine.
