He doesn’t realize that Venezuelan oil is pretty crappy. There’s a reason Oil Companies aren’t already down there. Venezuelan oil takes a lot of refinery for very little reward (or revenue)

Makes sense, but you’d think they’d have somehow signaled that they’d invest in it if the regulatory environment (ik that’s doing a lot of work) changed significantly

Well there’s also the fact that Venezuela requires the oil companies to let PVDSA be the majority shareholder. ConocoPhillips and Exxon left after Chávez required foreign oil companies to continue operations under a joint venture. Chevron is now the only one there, and PVDSA owns 60%
