Never forget that Bethesda retconned the T-60 to be a pre-war model in Fallout 4 (the soldiers at the entrance to Vault 111 were wearing T-60 armor in the intro sequence)

i believe it elduded too that T-60 is an up-armored version of T-45, which was only just being rolled out en-mass when the bombs fell. it’s not as good as the T-51 in lore (fallout 4 is the only game which makes t-60 better mechanically and it appears to be an over site) but it was far better than the base-line T-45 but at a fraction of the cost of the T-51. it’s just a heavily upgraded t-45, hence it having the same chest plate flaw as the-45 in the fallout show
