Of course they balanced the budget in 2021 and 2022. The difference being, in 2021 social services had to be cut. And in 2022 they *would have been* cut if not for a massive influx of pandemic aid. The important success here is that mamdani balanced the budget without significant federal aid and without hurting the cities social programs.
