Friendly neighborhood civil engineer here; filling potholes is a bandaid fix that will end up creating larger potholes within a season or two. Investing in preventative maintenance before it gets so bad that potholes form is the way to go 🙏

But investing in a decade + scale pavement health plan won’t receive much public support like filling potholes will so I get the appeal
