I addressed “considering” in another comment in #1’s thread, it always gets considered, it very rarely gets used. Any war hawk knows the last thing you wanna do is Vietnam that shit, and have 1/3 of the people that die be people who didn’t enlist by choice.

When enlisted soldiers of a volunteer army die, “they gave their lives” when conscripts die it’s more “we took their lives” which tends to be a lot less popular
