Eh, I’m pretty sure as long as people have been saying that in politics it has always been meant in a “to the exclusion of all other arrangements” kind of sense. I don’t think anything’s really getting added in that hasn’t always accompanied the phrase.

But that’s the thing, it’s rooted out of nothing more than agenda-biased interpretation because a truth does not immediately imply negation if that negation is not already present
