It means everybody is treated the same by the law regardless of race, color, religion, gender, sexual orientation, etc.

I don’t think so. A unified American culture also includes Black and Indigenous cultures, as they are heritage Americans as well. The key is we are a melting pot, and if you want to come here you have to sufficiently melt into it, not stay separate.
