I feel like running a building cold is just sort of the default? Like corporate buildings often run very cold. I think they just crank it partly in case it gets hot, but also if someone is chilly they can put on more clothing, but if it’s too warm for someone they will be unavoidably uncomfortable.
there are more health risks (liabilities) with heat than with cold. there are also more technical issues created by heat than cold, and heat wears tech/machines acceptable work attire is generally on the warmer side (pants, jackets, button-ups) it is expensive and inefficient to cool a building down when too hot than to simply keep it cool it is significantly easier to warm up with layers than to cool down. there's a limit to how many articles of clothing one can remove at work
Not to sound like a dick but I’m disabled and part of that includes lack of temperature control, I would 100% have major issues with 74-76° (actually currently do, I work one day with a friend and her and the one other coworker keep it at 75 and have heaters blasting on them, but turn it down while I’m there bc I’m sweating bullets, can’t breathe, etc)
