I don’t think it’s paternalism to not broadcast sensitive government information to 400 million people, allowing foreign adversaries to hear about it in the process. Paternalism is shit like seatbelt laws, swimming pool fence requirements, or the law that lets the state put suicidal people in the mental ward involuntarily. Paternalism = “protection from yourself” whereas the actual necessary kind of state secrecy protects you from others

That’s literally what it is. It is the assumption that what people will do w the information will be harmful. Protection from ourselves

And obviously, our government should be more transparent. The only things that should be secret are things that if known, would actively undermine state security. Lying about everything all the time just undermines public trust, leaves us headless in the event of an actual emergency because nobody listens to authority anymore, etc. But yeah, no government is ever gonna be 100% transparent, and it would be dumb to try it.
