Separated Bike lane redesigns can be very cheap when you have to tear up a road anyways for maintenance Or they can be very expensive if you are tearing up a road JUST to add a separated bike lane

You don’t often need to tear up roadway for bike lanes if the space is already there

Yeah, you can make temporary lanes with paint and or flexi posts very cheaply. You have to tear up a bit of roadway to make a separated lane though with a barrier like this tho

Ah ok I see what you’re talking about, thats just a distinction between different methods of separated bike lane construction

These flex post/ bollard ones are fairly cheap to make they are protected, but not separated from the road

Sure, I guess it comes down to how you define separate. Sliding scale from sharrows in the road to fully sheltered with lots of things in between. Like you can have plastic or concrete barriers added to help make the lane more separate even tho you could say it’s still in the road
