Emirates has some repatriation flights to get tourists out and UAE residents back in, but I assume space is tight

That might be their best bet, but I think Oman might require a visa. Otherwise you could try going to Sharjah airport (30 min from DXB) and getting on a flight to Cairo. SalamAir has a package where you can book a bus from Sharjah to Muscat and then fly out of Muscat too (check visa requirements)
