It is a fact the secretary pays a much higher proportion of their wealth, definitely them.

It is a fact that the owner pays more in absolute amount. And these rates are realistic because the owner is probably paying taxes on capital gains and dividends whereas the secretary is paying taxes on her wages. Warren Buffett has used this exact example to say he should be taxed more.
