The reasoning for this is likely because of several factors: - an increasing non-response rate to surveys - the belief that businesses that perform better are likely dominating the survey responses, because struggling businesses probably aren’t going to respond to some government survey for free - the annual benchmark review uses state unemployment data instead of surveys
