Oh I see, thanks for clarifying. Well, a large portion goes back to the Jim Crow area, where minority communities were intentionally gerrymandered to keep those areas impoverished. Then, especially during the Trump admin, federal assistance for social programs were significantly slashed, meaning that the city had to nix some projects and skeletonize others to keep them afloat.
