Most of the consumer-level technology can’t get there because it includes US-made components or US software, or it’s so difficult to navigate the sanctions that US companies don’t even bother. That being said, Iranians are smart, have strong allies, and they could absolutely develop nukes domestically. But there doesn’t seem to be much evidence that they’ve made progress, especially considering the equipment is also hard to get when you’re under sanctions too
