No, they don’t wanna break up Skid Row because it’s easier to have one street with a huge concentration of homeless people than it is to handle a sprawling homeless problem. So you bust up encampments on other streets, leave Skid Row alone, and then they kinda keep to themselves. That’s always been the point of Skid Row.

So why is CA the only state with an issue of this magnitude? Why did LA City council recently vote to increase encampments citywide in areas with encampment bans?
