I may be misinterpreting this but the 1st exception could be used as a defense in cases where doctors are wanted in red states for providing abortion care to women who traveled across state lines to get it no?

The only extradition case I’ve heard of recently is where a California doctor *mailed* abortion materials to someone in Louisiana, which complicates things
