Legally it is not, property crimes and violent crimes are not the same. The law is actually where the property/violent crimes distinction comes from.

Most jurisdictions actually have two degrees of arson, one violent felony, and one high-class property misdemeanor, depending on whether or not the structure was occupied. Some crimes are both, but they’re still not the same.
