Honestly I don’t think so, I think he wants an Oligarchy though. I don’t think he is smart enough to be a fascist at all, and his only real goal is to solidify power for himself and people around him

No it’s not. Fascism isn’t a synonym for an Oligarchy. It doesn’t have a good definition that is consistently accepted but that’s definitely not it.
