
I assume you mean single-payer? Universal just means everyone has *access*. For example, the Netherlands has universal healthcare. The gov pays for the elderly, disabled, children, etc, but everyone else pays for their own health insurance. They’re required to have at least basic healthcare coverage, which costs 150-160 EUR/month this year (the handful of private companies set the prices themselves). The government regulates the deductible and what needs to be covered though
