Well, it's intended to deter crime and express a retributive impulse. It'a intended to send the message if you commit murder or treason, this is what happens. There's a long history of this kind of thing. And the conservative personality is more.. authoritarian, more rule-following, more protect the tribe from threats and outsiders, more scornful of attempts at reform
