there are a few reasons why we say we have a two-tier justice system that favors the rich. this is one of those reasons.

Ironically your proposal for fines is closer to our tax system than the current situation. Fully agree on percentage based though

Unfortunately, this would probably be very hard to implement in practice. Whoever is issuing the fine is not and honestly should not be privy to info about your income.

The IRS is privy to that. There’s a reason that illegal income can be reported to the IRS, and that’s because they don’t just share that info with federal law enforcement. And I’m not so sure that most fines are issued by the federal government. States and municipalities issue lots of fines. Speeding tickets aren’t issued by the secret service.
