He thought if he bombs them enough they’ll just cease to exist and not be a problem and he’s now afraid to commit fully with ground troops

You Don’t need to invade. You just need to completely obliterate any oil, gas and energy infrastructure in the country. Every fuel refinery, gas well and power plant with the exception of hydro and nuclear per the laws of war.

I would have also destroyed whatever antennas they are using to communicate and extort ships in the strait with. And yes I am aware of what will happen if you destroy a countries electrical infrastructure.
