Puerto Rico votes in elections, just not in presidential or senate elections. They have their local elections and elect a non-voting member of the House. And he can vote in presidential elections, if he lives in and registers in a U.S. state. That’s about Puerto Rico being a territory. Puerto Ricans are just as much citizens as you. If I moved to Puerto Rico I couldn’t vote in presidential elections. That’s due to the status of Puerto Rico, not something about the citizenship of Puerto Ricans.
