The distinction is when there is well-documented sources for the research collected. Like there’s enough evidence to prove the moon landings are real beyond “government did it”

I think most government employees genuinely want to do the best job they can, they’re just normal people. Also based on the leaks that have happened, it’s unlikely that a true conspiracy of large scale can be maintained.

This applies to any period of time past the early 1900s at a minimum for the us. The parties are compromised and anybody pretending otherwise is deluded to the point of being a potential danger
