If a friend warns someone that people are threatening to SA them and that “someone” does nothing about it, are they responsible for their own abuse? Absolutely not. The abuser could’ve just not done what they did, just like Hamas could’ve just not done what they did on 10/7.

As the leader of his country he definitely has a responsibility to do something about it. Imagine someone told you your daughter was going to be SAd in like 3 days would you sit around and say “well the perp just shouldn’t do it” and twiddle your thumbs, then act all shocked when the perp does it?

Of course he has a responsibility to do something about it, that doesn’t make him at fault for it, just like the friend ignoring the SA threat isn’t responsible either. The individual who commits the act is always responsible and no one else.
