it was widely used in Yiddish a few centuries ago to mean “non-Jewish European” people don’t use it very often in the american jewish community except ironically or as part of a joke. it can be positive or negative depending on context but mostly neutral. in yiddish it often was more “culturally different” than better or worse

It was til now. Vast majority of any Jewish kid you find on campus doesn’t know a word of Hebrew outside Shabbat prayers. People do not do this, unless I guess if you’re a billionaire sex trafficker
