The ATF(Fed gun auth.) considers the lower receiver, not anything else(barrel, trigger, upper [Receiver], gas block), or anything else to be a gun. Cal classified it as a “precursor part”. Cal has effectively illegalized AR Pattern Rifles & Pistols.

That’s stupid but you’re misdirecting so I’m gonna counter your previous point: It’s not skirting the law to buy lowers. I don’t know how you think that this works but I can guess. AR lowers are produced, sold, and traded countless times between people that have FFL’s before being sold. They are stamped w/a serial number unique to the original manufacturer/FFL Holder. Sometimes the broker or dealer adds their stamp or serial #. 1/2

2/2: It’s not meant to be made into a firearm, according to the ATF, that IS the firearm. This means they are regulated. Cal adds countless unnecessary restrictions, penalties, and complexities to an already idiotic process by the Feds. Banning lowers is banning firearms. It’s illegal. Additionally. Banning parts & parts kits is like banning catalytic converter in order to discourages fossil fuel use and transition to renewable energy.
