In my honest opinion carry permits are not a bad idea, but they are also not a practical option in a world where government is not entirely trustworthy to be impartial and is not willing to shoulder the financial burden. If these were the only flaws and were on a lesser scale, I'd even see an argument as to how the good can outweigh the bad too, but thats far from how it is.
