Electoral votes are disproportional. The 576k population Wyoming has 15.79% of the votes of the 13m population Pennsylvania (3/19) despite only having less than 4.43% of the population (576k/13m). In this case, WY has nearly 4x the influence compared to PA relative to their populations.

The scale is not anywhere near that skewed, but yes, one vote in Wyoming has around 3.7x the influence on Presidential elections as one vote in California assuming equal proportions of voters to total population.
