I replied to this already. It’s a complicated. In Hong Kong, fares allow MTR to be profitable, invest in new trains, and maintain very high performance MTR transports 5 million people every day… 99.9% on time (defined as within 5 minutes). The fact that they’re partially privately owned means they’re forced to be profitable. Free public transit doesn’t have that same incentive to be ruthlessly efficient.

Efficiency is simply maximizing output with the minimum necessary resources. Survival is a motive for efficiency, or public service, or resource scarcity.
