If you have more money, you have more access to better training facilities and more opportunities to improve. Does this put countries that benefited from colonialism at an unfair advantage? Yes. Does this mean FIFA purposefully rigs the WC in favor of white countries? No. Things can be unfair, and be unfair due to the side affects of other issues. That doesn’t mean that FIFA is intentionally keeping the global south out of the World Cup.
