Maybe but it doesn’t need to be about a contract they already signed. The pentagon is moving a new direction and they’re just not offering anthropic enough money for the access they want. The idea that all of a sudden a tech company that spy’s on you themselves steals and sells your information to the highest bidder is no longer okay with it is laughable.
