Because “black people are scary” has been the method used by the wealthy to rally poor whites against their own self-interest since the civil war at least and debatably since Bacon’s Rebellion.

Because right-wing thought relies on a love of the status quo, and in extreme cases the status quo of the past. Racism has always been the norm in America, so the people whose entire thing is preserving norms also tend to show a desire to preserve that one.
