Chinese raised person here: this is just typical CPC boiler plate for referring to individuals on the Internet. They like to be very official, unlike western nations.

it does, I just find it odd that they refer to them as netizens instead of just people. If it happened on the internet, it’s implies that the people who are responding are… on the internet

yeah but honestly it makes sense for certain context, like i watch a youtube channel called rotten mango which goes in depth ab different crimes and theories and stuff and she referred to those online as netizens, i think it's just easier to differ between the 2
