I feel just mildly confident to answer this because I’ve been seeing some videos and articles (from maybe less than reputable sources) online so don’t quote me on it, but my understanding is that they’re sometimes people who were duped into moving to Russia believing they’d be working some regular job and end up being forced into the military. Others might be members of “mercenary groups” but it’s probably questionable whether or not they thought that was what they were getting into. And the

Russians are just throwing these people on the front lines as cannon fodder basically. They’re seen as much more expendable than native Russians. It’s really terrible from what I understand
