Could be an issue with your grooming? Also your swimsuit may be riding up and worsening the whole issue

I recommend keeping some hair (hair protects against skin-on-skin friction) and looking into rashguards. the pants look a little stupid at first but if you pretend to be a surfer you look cooler. Or any other shorts-style
