To lay it out to you succinctly. The difference between immigration and settler colonialism is the power dynamic. In settler colonialism, the people coming in have more power and are supported by the government, and their success is built upon the displacement of the local culture and its subjugation. In immigration, the immigrants have equal or less power and are not reliant upon the displacement of the local population.
