Whenever anyone accumulates tons of power they can keep anything hidden. Does money help with power and blackmail? Yes. But it’s not a necessary condition. Political power works too

Again, not a necessary condition. Corruption, resources, etc also build political power. Imagine if I had dirt on you; said you’d get extra food, precious metals, or a political position; or would be exempt from the draft if you helped me cover something up
