I interpret it as being fear, republicans have been trying to scapegoat brown and black people for various problems for decades using tools like racism. After living in the south I think racism is learned and spread by fear and propaganda

I don’t believe racism lies in the hearts of all men but fear definitely does and it’s easy to exploit that
