This isn’t really an “own”. It’s pretty logical for the foreign-owned hotels in Cuba to have access to diesel for generators, and US citizens are required by law to stay at those foreign-owned hotels instead of ones owned by the Cuban government. So of course they have power when the electrical grid fails

The real question is: did they bring more aid than they used of local resources. Did they use more diesel and electricity, eat more food, and bring foreign diseases in, than they brought in medicine and MREs.

Foreign diseases? Cuba isn’t entirely walled off. You probably have a better chance of picking up an infectious disease there compared to staying in the US (unless you’re around one of the groups known for a low vaccination rate against measles etc). Would be interesting to see the local resource consumption though

Shit you’re right, I guess I assumed it was owned by Kempinski and was exempt. Idk how they paid for this or stayed there then, and some people might get in huuuuge trouble with OFAC when they get back
