He’s been using emergency powers to pass all of these tariffs. I think Congress usually has the power to levy tariffs. But there’s a split decision between two federal courts, so this is going to SCOTUS (likely next year). If it’s overturned, they’ll have to figure out how to refund at least $80B

There’s another measure in the senate to try to get the emergency terminated. But the house passed something that basically redefines the definition of “day”, and they won’t hold a vote on tariffs until at least the end of this year
