Jus sanguinus: Hospitals would probably ask the parents to supply at least one real-id drivers license or passport; otherwise, the hospital would fill out a provisional birth certificate

I think the plan was to get rid of it for immigrants who have kids here but keep it for existing citizens, or only disallow it for illegal immigrants and non work-visa holders
