Nope, Trump nominated him on November 2, 2017. He was reappointed as chair by Biden but Trump put him in the seat. And before we get into, well he sold out or blah blah, it's common to reappoint fed chairs as a form of bipartisan sportsmanship. Powell was highly knowledgable and qualified for the position, one of the few Trump appointments I agree with.
