It does take the tiniest bit of introspection to say, "Get your cotton picking hands off that test key..." and then stop and think, "Now who among my students would be picking cotton?" And then stop using the expression And Republicans don’t have any introspection, so that explains it.

Yeah and “cotton-picking hands” refers to how you have to be “grabby” to pick cotton Meaning like “taking something that doesn’t belong to you” -> which in turn is also probably racist in origin

I only think that when it’s what inspired “cotton-picking hands”. As a term to mean getting your hands on stuff that’s not yours. Not every stealing metaphor is a racist inference…
